Not very likely, but that is what is stated in the specifications page. The 3.2" display phone with QVGA resolution (240x320) apparently does play HDTV, but we do not know in what frequency it streams: it could be DVB-h or DVB-t, where the latter one has more quality.
The device weighs 132g, supports microSD memory card but has a mere 250kB of internal memory. It does have dual speakers and a poor 1.3 megapixel camera with video capture, as well as FM Radio. On connectivity terms, it will work in GSM 900 and 1800 bands, and it has Bluetooth.
